If I set marks on cams and crank
forward one or two teeth and then
tighten tensioner pulley will it do
its job and be set? Because twice
now I've had marks perfect then
start up and it is 40° or so off
when I check with timing light.

One tooth maybe depends on how everything is set. This worked on a Honda 4cyl for me before doing timing belt, did not run correctly when marks were lined up do I move the cam on tooth, tried it moved both ways, one way did not crank at all so I move it the other way which since I move one tooth already I then moved it 2 teeth the other way and it ran perfect. I think after the tension is on it then it moved slightly, and moving one tooth will line up when tension is added.
