98 rav4 humming from behind dash

I have a 98 rav 4 that has buzzing behind dash and
stops when I start the car, unplug the "dome" fuse
or unplug the instrument cluster. Has anyone had
this same problem??? I can not afford a mechanic
and it kills my battery every week or so.

This sounds like a stuck relay - have you checked the fuse panel?
