right rear brake locks up

Under what conditions? when was the last time the brakes were replaced? is is the parking or service brake that is locking? what type of brakes are on it? 4 wheel disk or rear drum?
The vehicle has front disc and rear drum brakes. All of the brake parts were just replaced; front pads, rotors and calipers and rear shoes and drums. The problem appers to be with the right rear brake. For no apparent reason the right rear brake just locks up. Sometimes I have to back up to release the brake and other times it releases itself. I removed both rear wheels and brake drums and the right leading brake shoe has about 3 inches off the bottom portion of the brake lining. And there were 3 pieces of lining about 3/4" each and I thought that was the problem but when I put the drums and wheels back on and drove the car the right rear brake locked up after about 2 miles on the highway. Pretty scarry! so I drove 10 mph the rest of the way home with only 1 or 2 lockups. I don't think it is the parking brake because when I put it on it doesn't sem to have much hold.
Did you ever figure this out? Our daughters 2006 is doing great the same thing.
