What is the best and most inexpensive tire to put on the ss. What about pirelli?

I would certainly not consider Pirelli to be an inexpensive tire. I typically used BF Goodrich tires, or Goodyear Viva 2 touring tires, on my cars when I needed a cheap tire that would go the distance. I was able to find these on sale at Sears or Wal-Mart. My 89 Buick Century with 15" wheels could get new Goodrich tires for about $35 each on sale at Sears two years ago.
I like to buy my tires though Americas Tire Company. If you go to their website you can find tires for your car and sort them by lowest price to find the cheapest.
