I can't get the top bolt off the fuel filter,I got bottom undone,but can't get the top one off

If it's the banjo type use a 3/8 or 1/2 in. Impact gun .just pop the trigger dont hold it like you are tring to take off a lugnut. .of you don't have access to those kinds of tools . Have a shop change it out for you .sometimes they are a pita...lol Good luck
