May just be both low beam bulbs are out. Can test with a test light to be positive that is the problem or just buy low beam light and replace if it works most likely other one needs to be replaced also.

1st: Pull Left side Headlight assembly. (Careful, do not force hard) 2. Test both headlight bulbs for continuity. Rpl if bad. 3. With assembly still removed, re-attach feeder line, check for high and low lights. If OK, reassemble & finish; if not 4. Pull inside eng compartment cover off of fuse and relay 'box'. 5. Find Owners manual, locate pg 5-109 to reference fuse 12 and location of relays LO BEAM & HI BEAM. (Note both relays are same part number), Check fuse 12. 6. Swap relays, try to ck if Hi BEAM relay is bad. May need to ck continuity or voltage. If any relay is bad, replace with OEM part (found on e-bay and/or Amazon). Aftermarket part not recommended. 7. Replace with proper bulb or relay, as appropriate. Retest. If good finish. If not consult with dealer. Note: My 2008 Uplander had a 'bad' low beam bulb, at first sight, the bulb looked 'good', but cked with voltmeter and it was not. Best tool for the job is a reliable voltmeter for continuity tests. Have fun.:)

I'm having the same kind of issue. My passenger low beam doesn't work. I replaced the bulb and still had the same issue. I replaced the fuse. Still am issue. Next I'm gonna try what Jay recommended and swap the relays. To answer the question above: is there a fuse just for low beams? I have a 2005 Chevy Uplander and there are four fuses. One for each high and low beam. And two relays. One for both high beams and one for both low beams.
