I can't find a fix but Page 44 shows how to get the fuel door open if the button on dash under steering wheel does not work. " Open the left side auxiliary box in the luggage compartment. 2. Pull the manual lock release tab. The fuel filler door will open.

I had the same problem yesterday when I need to tank...the weather was cold. I had to pull with a tool and my hands to open it (after 10min). I don't know if the problem is electric or mecanical due to the cold weather. maybe I first have to lubricate the pin with grease ?
Okay once you get the aux door off. If you look inside look for a white bar. Lind of to the left looking in. Everything else is black. Looks like a long light switch lever . When that does nothing at all. But your right hand on the White lever described. Put your arm around the left side of the car to the gas cap door that will not open. Then use righ right hand to keep pulling on the lever and your right hand finger to keep trying to open the gas cap door. No idea how to describe. I prayed the lever would at some point give me a centimeter opening along the part of the gas cap door that was supposed to open. It did. But after 90 minutes at a gas station to do this, you would try anything. By the way was on the phone with Toyota service person those last 45 minutes. It was after 5 so all the mechanics were gone. They did what I did and googled it. Got to this response which did not help. I could only find a video of what a Avalon lever looked like. I was told to pull all the black cables. That made no sense. A lot of black cables, told to use screw driver on the door, did not want to chip my paint.
