Broken windsheild wiper arm ?

Yesterday, when I went to use the windshield wipers, drivers side was frozen fast, but passenger side moved. Now the drivers side is very erratic, even going off the side of windshield. Any other car I had they just wouldn't move. Could there be a splined plastic bushing inside the end of the arm that cracked ?

Problem solved. Took off arm. The stub on cowl is cone shaped with splines. The splines on arm were missing, so I took the arm to the dealer to get a new bushing. A new arm is smooth, no splines. Parts guy said to put it back together a really tighten nut. I did, works like new.
