Is my 722.40903259928 Tranmission supposed to start out in 2nd or 1st gear

Trying to trouble-shoot what problem I might be having but it's important to know if my 722.4 is one that shifts all 4 speeds starting in 1st or if it's the version that start's in 2nd so you only hear & feel 3 shifts into high. Plus currently I believe my RPMS are about 500 to high at speeds under 40 mph. just bought the car used, fixing all the BUGS this one got me confused and short on tech data information.  I think the specs are 1000 rpms per 20mph would the norm or 3000rpms at 60mph etc.

With that number of miles this one has to have a few particulate issues...get the filter changed and the pan magnet inspected~

I didn't post the number of miles, the number you see is the complete transmission number you need to identify which version of the 722.4 mine is. I've changed the dexron III fluid and put a new filter on which it did NOT need, pan and body valve area very clean no fragments or sluge.
