Wiper arm not retracting

Wiper arm extends but will not shorten up for top of window.  I've been told it is the wiper transmission that needs rework or replacing.

That wiper arm is very expensive to replace, so before you dip in your wallet try taking off the cover that covers the rod that extends and lubing it with oil ( sometimes it gets dry and sticks) It use to happen to my car too. I put some grease on the arm and it's been fine ever since.
