If you have a dual fan will both sides of the fan kick on
even if the ac isn't on

No, you have low speed (one fan) and high speed (both fans). The second fan will kick on as the coolant temperature reaches approximately 220°F. In the underhood fuse box you have 3 fan relays. One for each fan and the third is for both fans together (high speed). When recirculate is selected on the heat/ air conditioning control panel both fans will come on. They should also both come on if you unplug the coolant temperature sensor and start the engine regardless of engine coolant temperature. Doing this will also make the check engine light come on.
