2003 F250 5.4, Gauges & Cluster lights are erratic,Starter will not engage,Engine stalls

Truck has new battery. When I turn the key ahead half way the gages and cluster lights are clicking and erratic, I have to turn key several times on off on off on off for the starter to engage, then it then it quits, finally after several attempts it starts and idles up and starts to stall then recovers then idles up and starts to stall and then recovers. I thought it was ok after it idled normal for 15 min. so I took it out for a spin and it stalled in less than 1/4 mile. Turned key several times on off on off and finally it started. Took it back home and parked it. I'm thinking possibly it is the HEC module for instrument cluster but would that make the engine stall? Thanks for the help.
