Rapid click/buzz in blinker/hazards circuit...how to fix?

Today, my 2003 f250 suddenly developed a rapid clicking buzzing sound (perhaps rapid
arcing?) inside the dash, approximately behind the radio location.  As it sounded
electrical, I went through the full suite of switches and dials on the console to see
if/which one might change or stop the noise.  The answer ended up being the
blinker/hazard and nothing else.  IF the blinkers or hazards are on, the clicking does not
occur, at all.  When they are NOT on, the sound will eventually begin and if they are not
turned on, it will get worse/faster/louder to the point I fear it could result in sparking and
or burning inside the dash.  However, no smell of burning has occurred as of yet.  The
sound goes right off when I remove the fuse in the blinker/hazard circuit, as expected.  If
the fuse is left in, the sound persists even when the ignition and engine are both off, so i
now have to remove the fuse when i shut off the truck!   am hopeful the fix for this (short
of driving with the hazards on except when turning!) is something other than a multi-
hundred dollar repair...

Suggestions welcome!

Could it be the blinker state? The flasher it's self.
