AC compressor clutch not engauging

I have checked all the fuses and relays I could find via the ford wiring manual.
still nothing. I shorted the 2 pressure sensors and still nothing. Any clues?

is there power to the clutch???? Check if the Refrigerant is Low. ...
the gray wire with white tracer is voltage to compressor clutch. With everything turned on, check for voltage on that wire, use a test light. The black wire at compressor is ground, check that also. Any applicable hvac trouble codes? There could be a reason, the system won't turn on the compressor or the compressor is frozen up? Sometimes you can use jumper wires from battery to compressor for voltage and ground, just to see if compressor clutch will engage, check very quickly, don't leave it hooked up. Just my opinion.
