1993 ford f150 inline 6 4.9

So I was driving and my brake slowly stoped
working I can't find a leak and my brake fluid is not
dropping my truck won't stop till the peddle is
almost to the floor but it still returns back wen I let
off of it. I just replaced all brake pads all the way
around do you guys think it is the booster or
master

You might also have air in the brake lines. But more than likely it's the master as ninja points out.

Maybe your master cylinder and your brake booster n make sure to bleed the brake lines.
