Clicking Sound And does not turn over

I have replaced the battery and the starter relay but it
makes this clicking noise

then I'd say it's the starter , you can test to see if power i s getting to the solenoid when you hit the key , make sure batt. terminal's are clean and tight

I do get power to the solenoid a good soild 12.5 v. Where Is the starter this is the most automotive work I have ever done.

solenoid is in the motor bay ? the starter is back under neath the motor by the trans. if thats getting power when you hit the key then it's bad , You know enough to dis connect the -neg batt. terminal right ? Ford starter bolts can be tight , and that's how they should go back on
