wiring on 94 ford

I have a Black wire hanging loose after pulling shroud to change Ignition sw. Wire has a piece of contact block attached. the wire is grouped with wiring to two small plugs by steering column but is separate from plugs

Sorry, I can't make out what your question is or what the picture is supposed to be. Maybe you could start over.

Is there a wire clip or plug afixed to the black wire? Vehicle wires are not installed with bare wire wrapped around a screw and tightened. If the wire was pulled from its plug, there would only be about an eighth of an inch piece of bare wire on the end. Did you purchase the vehicle new? Was there any aftermarked worked on the vehicle? Black normally indicates a power connection. Is the wire live?
I'm not looking at it right now but the wire is separate from the rest and has a brown clip on it that looks like it may connect to the ignition switch somehow

the contact slips inside of the ignition cylinder. if you ground it to it chimes, when you have contact inserted into the lock cylinder and turn the key to start position it will crank over your truck. I just found this in my 94 and tried it. ignition wasn't turning over and only sometimes clicking the starter relay. The only question I have now is what holds that clip on? around/ to the ignition cylinder? I'm going to try tap or a zip tie.
