The PCM is an electronic device very susceptible to overload, even a small one. The blown fuse and burning out of the relay would seem to indicate a short or excessive voltage being applied through the circuit. You'll need a wiring diagram unique to your vehicle and specifications for output voltage/ground/ testing procedures.
