95 ford f/105 5.8 will not run unless you clamp off return line to tank

We have replaced fuel pump on rear
tank delete front tank temporarily and
replaced the fuel filter and fuel psi
regulator and still the only way it won't
run unless you clamp off return line to
the rear tank

Did you use the right pressure diverted? There use to be three available. Look at the hole diameter on the inside of the side fitting, it should be very small. If it is then you have a fuel pressure/delivery problem.
