Heater not working right

I have the computerized climate
control AC/heater. The heater only
comes on if you put the thermostat
all the way past 82. When you turn
down a little bit so it won't be so hot,
it gets cold.

Defroster doesn't blow but blower works on heat settings this is a 2002
