I have owned my car 3 years my TITLE got delivered to old address

I have owned my car 3 years my TITLE got delivered to old address and never
forwarded to me .I have asked re duplicate and told no problem they have a
record of return to them but say 60/80 days to get a new one can I sell without
title.Is this problematic?
