Quick question...  New battery, portable jumper...  So why
won't my truck turn over?

Is your portable jumper charged? Most require being charged to full at least once a month. Have you tried to jump start the truck the old fashioned way with jumper cables instead? If not, give it a shot and see if it works. If it does, your portable jumper is either low on charge or defective.
