Look again at ALL the fuses under the dash and under the hood. While your at it look for a loose or disconnected ground line near the fuse block or near one of the fixtures (wiper motor, cargo light, etc.) that has gone out.

I have been dealing with this issue for over a year now. I finally got fed up and started replacing every fuse inside the cab. I got to a 5 amp fuse in the middle row, as i put the new one in i herd a "click" like a relay working. Low and behold everything started working again. the fuse i pulled out was not bad and even tested good. However i had a sense of relief when i finally located the issues, but as i opened my door the next morning same issue arose. I pulled the same fuse out and put it right back in and everything kicked on. Long story short in my case there seems to be a short in where the fuse plugs in.

WATER INTRUSION UNDER THE WIPER COWL BODY SEAM OR SOME WINSHEILD SEAL LEAK TO BACK OF FUSE BOX ON DRIVER SIDE. REMOVE WIPER, COWL SEAL REPOSITION AND TRY AGAIN. REPLACE FUSE BLOCK OR AT MINIMUM REMOVE AND CLEAN CONTACTS. FUSE IN QUESTION POWERS GENERIC ELECTRONIC MODULE (GEM) WHICH CONTROLS BODY FUNCTIONS IF SCAN TOOL WON'T COMMUNICATE WITH GEM ... CHECK FUSE AND BLOCK. CAREFUL CLEANING. INTERNAL CONTACTS AND RELAYS ON MOST.
