I have a 98 Ford F150 it ran great today and all
the sudden it just when I went to start it it
bugged out and spit and sputter and died and
then wouldn't start again I don't know if it's fuel
or electric I smell fuel at the fuel rail I smell fuel
around the engine it seems that a little bit of
pressure at the fuel rail but I don't know if I'm
getting power what are some things to check to
diagnose it without a scan tool

First check is always fuel pressure at the fuel rail! NO smelling doesn't count use a gauge and read the PSI If the pressure is Ok, GIVE YOURSELF A BREAK..... Have it read for codes, even if the check engine light is NOT on the computer will have stored information and codes. Discount auto stores will read codes for no fee. write them down.
