at sixty mph the rpms are twenty two hundrend,i thought they should be around 1500

four speed automatic....65 mph should be around 2500-3000 rpm in fourth~ (perhaps)~

If this were a V12 or V8 your numbers might be closer~
That is actually about right. Yes, 4th is overdrive, and your torque converter is locking, or your revs would be nearer 3,000. The only car I've driven with a highway reading like you are expecting was my 89 Grand Marquis with a 2.73/.6 overdrive.
