The voltage spike created by your alternator created a short to ground by either melting a wire or frying one of the control modules. Find out what the blown fuse powers and one by one unplug what it's powering, every time you unplug something put a new fuse in to see if it still blows. When you get to where it doesn't blow then you know it's on that circuit. Since it has other control modules in the wiring, rigging up a test light in place of the fuse could cause added amperage to be pulled through the wires and through the good modules which could also cause them to fail.

The crackling sound from under the dash would seem to indicate a short circuit. I'd look there first for signs of a burnt wire Doesn't have to be something burnt completely with obvious signs. Just a small break in the insulation and touching any piece of metal under the dash. Look for signs of an arc on metal surfaces. But I suspect since it is blowing all the time, it's nothing something close to a metal brace which touches due to vibration.

The fuse blows as soon as power travels to it preventing current from flowing through the short, so there won't be any sparking.
