STARTER READS 12 VOLTS WITHOUT BEING TURNED ON IS THIS WHY MY TRUCK WONT START

The starter really need to powers the big wire will always have battery volts. The little wire has power with the key turned to the start position. If all you hear is a clicking sound that tells me that the little wire is getting power with the key turned to the start position. With you telling me their is power all the time that tells me the big wire has power. You could have a bad ground between the block and battery but I would say you probably need a starter. But you can try bypassing the battery ground with a jumper cable. Hook one black clamp on the jumper cable to a good clean metal part of engine block and the other black clamp to the negative battery. This will bypass the battery negative cable and if it is the problem then the car should start

If you have a solenoid bolted to the fender well, near the battery, check the net on how to jump the solenoid with a plastic handle screwdriver. If the vehicle cranks, replace the solenoid.

Voltage to solenoid is normal. 90% of the time this is caused by corroded or loose battery cables. Make sure u check them before u start throwing parts at it
