Tail lights out, turn signals both flash

I have been having trouble trying to figure out why
my ford truck tail lights don't work when I turn on
my lights and when I turn on my turn signal the rear
lights just flash. I replaced the tail light, turn signal
relay under the dash and that wasn't the problem
and replaced the turn signal switch and that didn't
fix it either. Plus all my tail lights were replaced
already. Anyone have any other ideas?

The front park lamps work ok? Note the diagram, brown wire is voltage for tail lamps, black wire is ground. If lamps acting weird, run a redundant ground, see if it helps.
