It WILL turn over if the passlock sensor is bad, just won't start. Is your security warning on? If so, turn the key to acc, leave it there for about 10 min and the security light should stop flashing. Then turn the key to the off position, then try to start. This means either the tumblers are wore out in the ignition, or the passlock sensor needs replaced.

oh yeah, it can be bypassed, just seach the net, several forums that explain how to do this, or a bypass system can be bought on ebay, amazon, ect.
