2002 Malibu starting issue

My sons car died this last week while he was
driving.  When he tried to restart it the starter
clicks but does not turn the motor over.  I had
the starter checked at a local auto parts store
and the battery has a full charge. What am I
missing?  Could this be an ignition switch?  
How do I test for it?

If he as driving and it shut off and now clicks sounds like motor is seized up put socket and extension with ratchet on crank bolt to see if motor spins over.
