Does the instrument cluster affect starting and how the truck runs?

First the instrument panel went dead then i had trouble starting, when it does run i have no power truck wont go over idle speed

Yes. I am having the same problem in my 2004 f250. Instrument panel dead sends bad signal to alternator resulting in dead battery and truck won't run. I had a fuse go too third in on right bottom row. 41 I think. Controls throttle sensor too. Still haven't been able to fix. Let me know if you have further info
