I have a 2005 super duty diesel that cranks but won't start. No communication with scan tool and all fuses are good.Could it be the PCM?

Yeah, if there's no communication with the scan tool, it sounds like the PCM is shot. No communication with OBD-II is a typical sign of PCM failure.

Maybe a bit late for you - same thing happened to mine, with obvious power loss as well. Recall repair - "oil pump sending unit". No issues now - noticeable power improvement when towing.
