when i replaced mine i had to take the drivers side front tire off and used an extension under the dust flap its still i tight fit if i remember right
yea you can go thru the wheel well to get it, but it is still a very tight squeeze and the angle makes it easy to break the plug. the easiest way is to acually unhook the steering shaft @ the sector. it cuts the time in half almost. u just have to make sure you hook it back up in the same position so the your steering wheel is straight.
the easiest way is over the front wheel, use a long extension with a swivel plug socket and loosely tape up the joint with some electrical tape so the socket doesn't flop around but will still bend enough to work at an angle. you dont have to take the wheel off but it does help if you jack the body up a little

Once you break the plug free; use a piece of rubber fuel line or something like that and push the fuel line on the end of the plug. This allows you to bend the line in any direction you need to and unscrew the plug. Intallation is in reverse order.
Go through the fender well with a universal or swivell. May be easier to jack up the truck and take off the wheel.
