Can a head that has been cut down past 25 thousandths cause the valve train to stay open not letting the motor make any compression

.2 liter 4 cylinder.I ran the truck in 3 degree temps and my antifreeze wasn't up to the task.It overheated and warped the head,I had it reground but it never made compression again even with a shim gasket but if you loosen the rocker arms, the cylinder that has been loosened makes pretty good compression for a motor with 260K on it.I suspect the reground head is the problem but I hate to spend money without some hope of getting the truck back on the road.
