Running lights don't work. All the bulbs and fuses are working and all the lights are on even with the headlamp switch turned off. Is parking brake switch at fault here?

We are talking about the day time running lights, right? Then its very likely that the parking brake switch is to blame. Look where the cable hooks up to the parking brake assembly. It might,MIGHT just need a shot of lubricant.
I did locate the parking brake switch tucked way up behind the pedal. I disconnected the switch and lubricated the connections with silicon oil. Reconnected everything and started up the engine and all the lights are working properly including the running lights. tested the brake several times and it's all working good. Hopefully, this works for the long term and the switch is not on it's last leg.

Bohomark :Your assumption is partly incorrect. I also have a S-10 2000 model with 238,000 miles with same problem. The day time running lights are controlled by the DRL system. The system is made up of a sensor mounted in the dash board speaker a relay and the DRL control module. What you stated was correct, to turn off the DRL system you can depress the parking break. This will also turn on your "Break light " on the dash. I have replaced my DRL control relay .At this point it appears to be one of two things , either the DRL diode module or the DRL control module because the radio display doesn't change either. Hope this is helpful.

Bohomark where can you buy a new OEM DRL control module? Have located generic units. Am looking for the factory part. Any help would be appreciated.2000 base model S-10. A more detailed wiring diagram would also help. All I have is a Haynes manual..

I had the problem as described in the subject line and sprayed Deoxit D5 into the switch from the parking brake lever side and depressed and released the parking brake a coupla times and hey presto... parking lights working!
