Why do the daytime running lights and high beam lights work but the normal headlights don't work

Usually a problem with wiring. Probably loose or crossed wires.

HAS THE ELEMENTS ON THE LOW BEAMS BURNT OUT? ARE THEY PLUGGED IN WELL AND GETTING GOOD CONTACT? ARE THERE ANY BREAKS IN THE WIRING, ETC.? ARE THE LOW BEAMS GROUNDED SEPARATELY FROM THE HIGH BEAMS? IF SO, IS IT MAKING GOOD CONTACT? DO THE LOW BEAMS COME ON MANUALLY WITH THE SWITCH? HAVE YOU CHECKED THE DIMMER SWITCH OUT? TRY TROUBLE SHOOTING IN THAT ORDER.

I don't know the answer to your problem; but I find it interesting that my 2008 Impala has the SAME problem exactly, and MANY others have had the same problem with Impalas from different years.
