I have a white connector hanging on my passenger
side near the courtesy light

You also have a light bulb socket next to the pigtail. If everything works then that was for some option that your car does not have.

Since those wires have been taped up by an amateur I would say someone has messed with your car.

My heated seats don't work nor do my reat defrosters but that's it

Look for the mate to that plug and check your fuses.
