A simple fix would be to pull the horn fuse till you figure it out. Pulling the horn relay would do the same thing. Just make sure the lamps and everything works. Of course the horn won't work. As you can see the top wires to horn relay are voltage, hot all the time. The right side if relay in diagram is the load side of relay. The left side of relay is control side, the control side needs voltage and ground to energize the relay. The bottom wire on left side is ground, That wire is either shorted to ground or something is causing it to ground.
