No power up hills

On the hwy it runs great on flat road but any hills I
have to gun it it's not the catyletic it checks fine it
doesent seem to be from the fuel pump because
it's got pressure on the fuel bar

First thing I would do is change the fuel filter and measure the fuel pressure during a time that the problem occurs.

Yep and it may be misfiring too which means tune up (plugs,wires,coils) or (crank/cam sensors) or bad/dirty/bad connection/no signal to fuel injectors which could also be a ECU.
