How do I diagnose expansion valve? As I have no idea what this even dose sorry for lack of knowledge on this matter

How do I diagnose and what part does this play in the air conditioning?

Unless your pickup has a custom a/c installed, the 99 Dodge Ram didn't have an expansion valve in it, it has an orifice tube. If the orifice tube is bad, it's usually because the compressor is eating itself up on the inside n the shrapnel is collecting in the screen on the tube n clogging it.
