How can I have fuel at the rail, Spark at sparkplug, engine cranks, but pour starter fluid on and get Nothing???

just replaced timing chain, plenum, Scantool says fuel system ok, but starter fluid doesnt react at all?

3 things needed for combustion in an engine. They are fuel, spark (heat) and compression. If you have fuel and spark and you just replaced the timing chain I would suspect that you did not correctly align the timing marks. You could do a simple compression test to find out.
