2001 suburban key fob problem

I have a 2001 suburban with a new factory
key fob that does not seem to connect. I
checked all relays and fuses, even checked
see if both front and passenger door
window controllers work. It seems like
when I try to program the fob nothing
happens as if whatever it's supposed to
connect to just isn't there. What I'm I
missing?
