2000 dodge ram surges and misfires

2000 dodge ram 5.2l new o2 sensors
up and down, new cap rotor plugs and
wires 242000kms...problems 1-
surges while driving at highway
speeds rpms jump up dosent feel like
gear slippage, 2-if I sit too long in
gear  at a drive through idle gets really
rough and rpms surge and truck
lunges and is very fumey, 3-after
installing new parts I cleared codes
then drive and it pips and misfires and
trips the cel, 4-codes are p0132 &
p0720 , the 0720 is a new one tonight
but the o2 code is always there

P0132 1/1 O2S Shorted To Voltage P0720 Low Output SPEED Sensor RPM, 15 MPH You have a short somewhere bad relay corrosion or speed sensor can you get a wire diagram it could be traced to the problem
