Cooling fan will not come on when you turn on the AC. I tested the fan by
jumping the fan and the fan does work. What do you think the problem is.

You might need to refill freon (equivalent). The AC is designed to not engage when freon (equivalent) pressure is low. Otherwise, it can damage the AC system/compressor.

AC is at full charge. I replaced the low side hose and put in new coolant and I noticed that the fan was not working

Is it just a coincidence that the AC system just had parts replaced before the problem? Perhaps, there was a leak and the new freon/equivalent has leaked out? Or maybe something was not connected back properly? Just guesses, mind you. But very often, new problems are related to very recent work. Itš worth checking things over a 2nd or 3rd time.
