Oil on spark plug

Could be bad valve guides, bad piston rings or leaking valve covers. If you're not ready for a rebuild you can go up several heat ranges on the spark plugs in affected cylinders.

Sorry I didn't see the new engine note. Take it back to where it was installed, the engine may not have been properly assembled like not having guides knurled or piston ring gaps all lined up.
