Radiator clutch fans?

This is also a pricing and repair question.
Unfortunately, as a woman, I feel as though the mechanics often take
advantage of my lack of knowledge.
Yesterday, I drove about 90 mins from home, only to get off the Interstate
and within 15 mins, while stopped at a redlight, i saw steam rising from the
hood.  I pulled off of the road immediately and called to have the truck towed.  
I have no mechanic in that town (Pensacola) so they took it to a Dealership.
I was told - not only would they not be able to look at it yesterday (this was
right around 10 AM) but they would charge me to leave it there.  
Today, I called at about 9 AM and asked if it had been looked at - but no....  I
called again at 11  - still no.  (the finally caled me at 2 and told me they would
look at it...
At 3 I got  call telling me the clutch fan (??) froze up, and now I need the new
clutch fan(s)??, radiator and upper and lower hoses, and THEN they would
test drive to to see what else was needed to make sure it was safe to drive.

$1295

Are they taking advantage?  The parts  - $620....

Steam and then spewing of fluid. Yes, the radiator is separating at the seam (they say). I have a mechanic here in town who will do it for $1000, including the tow back to town. Thanks again (this really sucks, my husband was a helicopter mechanic all of his life and although he hated working on cars, he could have had this done in an afternoon for the price of parts. Sadly, he passed away in Dec '16 - a decorated Viet Nam Vet....who survived a helicopter crash which, under fire, fell 4000 ft to the jungle floor)
