why will it not turn to the left?

just replaced steering box and ps pump when it is jacked up in the air turns right and left
with no problem but when on the ground very hard to turn to the left

Linda, did you replace this yourself? or did you pay a "mechanic"- go ask the mechanic who did the work-

That's a pretty tough job to screw up. Sounds like you may have got a defective box.
