I am trying to do a tune up to it. Does the heat shield come off the spark plugs before removal of the
spark plugs.

No. The round tubes (heat shield surrounding the plug) stay on. It can be tedious to remove the plugs but is made easier with the right spark plug socket, extension and universal.
