truck is shifting hard between 2 and 3.

I have replaced filter, fluid,both solenoid's,governor pressure sensor transducer. 48E
Transmission, and there was nothing in the pan as far as metal and nothing even stuck to magnet. Fluid was not burned. It a automatic. Is it the chip under dash.
