CAR STARTING LOOSING POWER ON FREEWAY AND MAINTAINED
SPEEDS OF 60-70 MPH AND OR 45 MPH WITH NO RESPONSE FROM
GAS PEDAL - TURNING ENGINE OFF AND BACK ON WOULD GET BACK
CAR BACK TO NORMAL RUNNING ORDER FOR SHORT PERIODS OF
TIME - ALSO EVENTUALLY TURNING CHECK ENGINE LIGHT ON AFTER
20-30 MILES - ONCE OFF FREEWAY ON SURFACE STREETS EVERY
TIME ACCEL FROM STOPS , NO POWER ON ACCEL FOR 3.5 TO 4
SECONDS AND THEN ACCEL OK

I'd first consider dirty gas. Check the fuel filters for blockage. If they are in need of replacement due to being filled with gunk, they will starve your injectors and limit the amount of gas going into the cylinders. Your car's computer reads the amount of gas going in and adjusts the air so the smog people stay happy. It could also be computer related. A diagnostic test should be in order.
